Powers have also been created to allow for the compassionate release of prisoners on licence, following consultation with the PCNI, unless the circumstances are such as to render such consultation impractical. The PCNI will be consulted by the Department of Justice to advise as to whether or not exceptional circumstances exist which justify the release of a prisoner on compassionate grounds. Prisoners released under these provisions are subject to life licence and are subject to recall.
